What a Uber Cool part or accessory this is to have on your handle bar!
Be it a half wrap, 3/4 or Full Wrap,  this small but intelligent part is a must have, it really is! What it will do for you is to make sure you always have your bar spanner or scrench (that's a pormanteau, when you make two words into one, like in this case, screwdriver and wrench... hence Scrench!... 
 
When I fit them I use a bit of carby cleaner or brake cleaner just to lubricate the rubber (to wet it up), the inside that is, until it gets into the right place on the handle bar... am sure you will work it out.
